Referrals from other subcontractors and return business from many satisfied customers is a common occurrence. “We like to do all the work on a jobsite ourselves and manage it front to back,” Shepherd says. “By working directly with owners and not having to wait on others, we control our own destiny.” It’s a formula that has proven successful for Cholla Civil as they perform a wide range of services including grading, paving, wet & dry utilities, and concrete.
Cholla Civil’s specialties include sewer and water connections, running sewer and water line improvements to subdivisions and/or commercial sites, plus installing manholes, storm drains and underground storm retention. Cholla’s work splits 50/50 between residential and commercial and also includes some government work and projects for local Native Americans tribes.

Cesar is a seasoned construction manager with an impressive 20-year track record. His deep understanding of the construction process, from grading to wet utilities, to paving, makes him a valuable asset to any project. Cesar excels at managing multiple crews simultaneously on various job sites, demonstrating his exceptional organizational skills and ability to coordinate complex tasks. His leadership style fosters a collaborative and productive work environment, inspiring his team to deliver high-quality results. Aaron has over 7 years experience in the industry with demonstrated success in project management from pre-construction to closeout. His strength is in project sequencing and long lead item material procurement. He got his start as an intern for the Riggs Road Extension where he learned with hands-on experience sewer, water and storm drain installations. Aaron went on to work on a $24M project for Eastmark spanning over a 4 year period, which led to his promotion to Project Manager. Working as a project engineer on road improvements to Rittenhouse, he focused on permit tracking, change orders and material procurement among other responsibilities. The scope of the project covered over 2 miles of roadwork, including storm drains, paving, signage, lighting and more.
